Additional League Rules: All American Fantasy football League 2006 Inaugural season SECTION ONE: LEAGUE STRUCTURE I. Franchises A. A Franchise will consist of an owner, or ownership group, twenty two active roster players, B. Awarding Franchises 1. When awarding Expansion Franchises, or Replacement Franchises, present co-owners of existing Franchises will be given first consideration on a first come first served basis. The League Secretary will date and file any such request. 2. Individuals desiring to own an Expansion or a Replacement Franchise will be by secret ballot and 3 no votes will be enough to be a negative on the franchise. 3. Franchises that are abandoned by their owners before the pre-draft meeting, or forfeit two or more games in a season, can be awarded to new owners by the consent of the Commissioner and at least four other owners. These choices are subject to the approval of the rest of the League. C. Each franchise has only one vote in transacting league business. D. Franchise Fee 1. A Franchise Fee of will be assessed from each Franchise and is due at the draft. This covers any transactions made by a franchise during the season.The fee must be paid at or before the draft date. If not the team owner will not be able to draft. 2.of Franchise fee goes into the prize fund. 3. of Franchise fee goes to Commissioner for web site and running of league. E. It is agreed by all Franchises that they will attempt to field the most competitive team on a weekly and seasonal basis. F. Franchises that forfeit two or more games or are grossly inattentive will be subject to forfeiture of their team, subjective to a reinstatement process. G: A 3 man committee was formed. This committee will make decisions on matters that would involve the commissioner as a player. If a team or teams have a problem with something that happens through out the year they will decide how to handle it. The commissioner will confer with them when needed. The three members are: II. The League Commissioner/Treasurer A. The Commissioner/Treasure shall be elected by a simple majority vote of Franchise owners. B. The Commissioner/Treasurer will be elected at the end of the season party/meeting. C. The Commissioner/Treasurer will be responsible for hosting/moderating the League Draft. D. The Commissioner/Treasurer will act as mediator in any League disputes and will be sole interpreter of the League Charter. E. The Commissioner/Treasurer shall be paid a flat fee of F. The League Commissioner/Treasurer will be responsible for maintaining of web site. G. The Commissioner/Treasurer will be responsible for recording all Transactions H. The Commissioner/Treasurer can serve two or more consecutive terms. I. The Commissioner will give all teams one week’s notice prior to the protected players deadline. III. Physical Structure A. The League will be divided into two conferences of six teams. B. The Regular Season 1. Each Franchise will play each Franchise in their diviaion twice and 3 different franchises once on opposite division 2. The specific schedule will be drawn up by the league randomizer and presented at the Draft. The regular season will be thirteen weeks. 3. Each conference will have three teams qualify for post season play. These will be the three teams with the best league records in their conference. The first tie breaker would be Head to conference record The second would be head to head record 4. There is no tie breaker in regular season weekly games. C. The Post Season playoffs 1. The Conference Champions, best records in their respective conferences, will receive a first round bye in the playoffs. 2. The two Franchises that finished second in their respective conferences will cross conference and play the third place Franchises in the quarter finals. A : If the two winners of the wild card games have the same record, head to head results from the regular season will determine the seeding for the divisional games, with the loser of the regular season matchup playing the #1 seeded team. 3. The conference champion with the best overall record will play the winner of the quarter finals game with the worst overall record in one semi-final game. 4. The conference champion with the second best overall record will play the winner of the quarter finals game with the best overall record in the other semi-final game. 5. The winners of the semi-final games play in the League Superbowl! 6. If the Superbowl ends in a tie game, including the tie breaker players, the two teams will split seventy five percent of the Prize Fund equally. SECTION TWO: LEAGUE OPERATIONS I. The League Draft A. Protection 1. a. Each team will protect four players from their previous seasons roster. b. If a protected player is injured, retires or dies before the draft, he maybe replaced with another player from that franchise's roster. c: To put a player on injured reserve he must be on an active roster 2. Franchises must submit the names of their protected players to the League Commissioner by July 31. 3. Players may only be protected for three consecutive seasons. If a protected player is traded, his protected status remains the same with his new team. 4. Failure to submit protected players by the July 31 deadline will result in the loss of the chance to protect players from the previous years roster and/or forfeiture of team. 4A. Unless the franchise is awared after the deadline date of July 31. Then a date at the meeting will be set for the new team(s) to put in a protected list. 5.Teams that forfeit their chance to protect players will have to add the necessary players to fill their roster at the end of the draft. The order they pick in will be determined randomly. B. Draft Order !st year of inaugural season will draft as follows ..every odd round will be random order and even round to follow will be in reverse of the previously set odd round. 1. Teams will be divided into playoff and non-playoff teams, depending on the previous season. 2. The Draft order for the first round will be as follows: The non-playoff teams will pick first in the order of worst regular season record to the best regular season record. The playoff teams will then pick in the order that they finished in the playoffs with the Superbowl winner picking last. 3. The Draft order for the second round will be as follows: The playoff teams will pick first in the same order as they did in round one. The non-playoff teams will finish the round picking in the same order as round one. 4. In successive odd rounds, picks will rotate to the right until dropping off the end when the subsequent pick is first. 5. In successive even rounds, picks will rotate to the right until dropping off the end when the subsequent pick is first. C. Each Franchise will be allowed five minutes to make their pick in each round of the Drafts 1st five rounds and two minutes each round after round five. D. There will be a five minute break between rounds of the Draft. Other breaks are at the discretion of the League Commissioner E. Each Franchise will draft 24 players regardless of position providing they can fulfill their weekly starting lineup which consists of 1 QB, 2 RB, 3 REC, 1 K, 1 DL, 1 LB and 1 DB. F. Player designations: 1. A player's position is determined by his NFL Team. 2. You may draft a player at a position other than that listed by his NFL team, if the player meets any of the following criteria: a. He started in at least three regular season games at the position you requested to draft him at. b. Played either offense or defense for more than a third of the plays in any given game the previous season. c. Gets more than seventy percent of his yardage outside the position his NFL team lists him at. 3. Any franchise can challenge this designation before the pre-draft meeting at which time a vote will be taken to set that player's position. 4. Once a player is drafted at the agreed on position, he can only be played at that position for that year. G : If no backup is drafted at any given position and a player gets hurt between draft day and game one, a replacement cannot be picked up until after that weeks games. H. The Draft will be held on the last Saturday of August, or on another date set at the pre-draft meeting. II. Weekly Operations and Rules A. Deadlines 1. Franchises must submit a Weekly Roster each week either in writing, email, or by phone or on web site 2. The deadline for notification is Sunday before kickoff of the first game of the day, unless they have players who will play prior to that deadline. 3. The deadline for players who will play before Sunday will be just before kickoff of the game that player will play in on that day. 4. If a Franchise fails to submit a Weekly Roster , they will forfeit that week’s game and any other until a roster is submitted. 5. If a Franchise forfeits two or more games during the season, its future ownership will be decided before the pre-draft meeting. 6. On post season Weekly Roster Sheets, Franchises must include a player in a Tie Breaker slot. The players points will only count in the advent of a tie game. If the game remains tied, then a coin flip will decided the game. **see V.C.6.** 7: Waivers and free agents final picks will be the end of Mondays Night game of the 11th week B. Scoring Points 1. Scoring points by category and position is explained on the Weekly Roster Sheet. Changes in the Weekly Roster Sheet are made only at the beginning or end of the season. 2. If the N.F.L. should make a rules change that the Commissioner of our League thinks might impact League play during the course of the regular season, he/she is empowered to take necessary steps accordingly. C. Transactions 1. There is no limit on the number of transactions a Franchise owner can make from end of week 1until prior to kickoff of week Eleven. 1a. From the final gun of the Monday Night game to noon on Wednesday, all free agent claims will use a waiver system. The order will be based on league standings following each weeks games. Each time a team claims a player in a given week, that team will drop to the bottom of the waiver list. From noon on Wednesday to kickoff on Sunday, players not claimed during the waiver period will be available on a first come, first served basis. 2. A player who is traded from his original team, cannot be traded directly back to that team without passing through a third team's roster. 3. Trades during the regular season can include 1 draft pick from the next year. Limited to one draft picks from the next year per team per year. Only draft picks from the next year will be accepted. 4. Trades protested by seven or more teams will be reviewed by the Commissioner and could be overturned. 5. From the thirteenth week of the regular season until after the league championships,no transactions will be accepted 6. From the eleventh week of the regular season until after the Championship game, no trades will be allowed. 7. Once the draft order for the following season has been established, draft picks can be traded on a one to one basis. 8. From after the Championship game until the Draft, off season trades may involve only the players currently on a Franchise roster. If the trade causes a Franchise to be over the limit of twenty four players, then they must waive the necessary players to come within the limit. 8A Any trade after the season is over that involves a team(s) were one or both of the owners quites the league will be reviewed by the new owner(s). The new owner would have the right to ask the league to review the previous trades to see if they can be overturned. 9. After keepers are selected ,trades will be allowed involving keepers and draft picks . 9. Each Franchise will have one Franchise Injured Reserve spot that they can place any player on at any time. The player must be listed as at least "doubtful" and becomes ineligible to play for the entire season. 10. Activating a player from the practice squad is free. 11. All transactions reported to the Commissioner, in writing or by phone must be complete, and all teams involved in the transactions must maintain their rosters at no more than twenty-four players (ie. twenty-five if you have a player who is on I.R.). 12. The League Commission may disallow any transaction that he/she considers not to be in the best interest of the League. |
