I figured i would post the email i send to the board each year so they know what is expected on them and it occured to me that the league should be made aware of the board's role as well

EMAIL:

This is my annual email sent out to the trade/league board according to our
rules:

22. TRADE/COLLUSION/LEAGUE COMMITTEE -
- The committee will also be called to vote on any league issues that the
commissioner does not have the power to decide on that affects the league
integrity. - The committee will consist of 3 owners who will be determined
by the draft order so it changes each year. The committee will consist of
picks 1,2 and 3. If any of the members are included (the owners involved in
the deal and the owners that officially lodged their complaints WILL NOT be
included on the trade/collusion board) in these dispute they will be removed
from the committee and then whoever is the pick 4 will be in committee.
REMEMBER if you are involved in this process be FAIR and just make sure the
trade is reasonable and each owner explains why he did the deal. - REMEMBER
IF YOU ARE INVOLVED IN THE(TRADE BOARD YOU ARE ONLY VOTING YES OR NO TO BOTH
OF THESE QUESTIONS? WAS THE DEAL A COLLUSION DEAL OR DOES THIS DEAL AFFECT
THE LEAGUE INTEGRITY -.
- You don't try to even the deal out in the board's mind this league is
formed by (we think) honorable people and is only as good as its owners.
Collusion and cheating ruins the league so please lets all have fun and make
the commissioners job an easy one. If a team has more than one owner they
must appoint a leader of that team. - -

So the league board this year is scott, tony & raveen with vic and leo being
alternates

This is just to inform you on what is to be expected if called upon and it
reality you shouldn't be bothered more than 3 times in 1 season.

The board was set up for 3 things:
1. for me to go to if something happens during the season that isn't covered
in the rules and we need a ruling on
2. for an owner to appeal a fine
3. if 3 or more owners complain about a trade then the board must vote on if
the deal was collusion or affected league integrity (so stupid of deals that
it will ruin the league forever)

For # 2 you should only overturn a fine or ruling be me if i misinterpret
our rules, there was a technical glitch on the site (which i would provide
proof if it happened) or if i completely screwed up (which i would
completely admit in fairness to an owner and league)
The rules are very black and white and spell out almost every situation in
fantasy football. The motto for our league rules are :  for every action
there is a reaction. You should not be influenced by voting against the
appealing owner in fear of losing a trade partner or be sympathetic (like
when an owner uses i made a mistake or i didn't know) everything is in the
rules and if you let 1 owner off by a excuse you must let every owner off in
appeal for rhte rest of the season because of the precedent)

On the Board you will be hearing appeals to some rules that you might find
fundamentally and philosophically wrong but you can NOT base your ruling on
those feelings. You must base your rulings on if i interpreted our rules
correctly and handed out the appropriate punishment. The board is not
suppose to change the rules during the  season , the time to discuss and
change rules is during the off season

For # 3 you DO NOT attempt to even out deals you just decide on 2 yes or no
questions
1. was this deal was collusion ? yes or no and if yes both owners are booted
out
and
2. Is the deal so bad that it ruins the league ? yes or no

I would like to put this in the rules so it is written and public knowledge on how the appeal process works.

5C. APPEAL PROCESS FOR FINES
STEP. 1
Commissioner sends out email notification informing an owner that he has been fined
STEP. 2
Once the offending owner receives the email from the commissioner he has 48 hours to send the commissioner an appeal email that he would like the board to see and make a ruling on. If an owner doesn't send an email then there can no appeal.
STEP 3.
The commissioner will send the email to the board and add any comments he has on the situation if needed.
STEP 4 (if needed if not skip to step 6)
The board my have questions about the appeal and send those questions to the commissioner to be answered.
STEP 5
The commssioner will answer the board questions to the best of his abilities
STEP 6
The board will send their verdict of the appeal to the commissioner
STEP 7
The commissioner will post all communications and verdict on the website when all 3 board members send in their verdict.
The commissioner will edit out the email addresses of all commucations with the board to hid thier identity to protect them from reprisials

3 Things to mentioned are:
1. the co-commissioner receives a copy of every email sent by and to  the commissioner so that all contact to be verfied and documented to protect all involved.
2. The appealling owner has no direct contact with the board and if he contacts a board member during the appeal process, his appeal is denied automatically.
3. During the off season , a board member has 72 hours to respond to the commissioner before he moves on to an alternate and during the season the time is 24 hours before the commissioner will move on to the alternate board member.
